Purpose:
1. Freeze the completed individual-candidate evidence ledger.
2. Separate retained reference decisions, promoted alternatives, and unstable/near-neutral alternatives.
3. Select the first combined policy strictly from completed evidence.
4. Instrument co-occurrence: which candidate decisions appear in the same session, their order, bankroll state, wager state, and downstream outcome.
5. Compare frozen baseline policy versus evidence-selected combined policy using fresh paired sessions.

No post-outcome combination selection.
No arbitrary hybrid.
No state threshold unless later interaction evidence specifically warrants one.
The objective is to test whether individually supported decisions remain beneficial, cancel, or interact when applied together.
